Thank you for your minute of 23 January to Miss Elliot. I suggest a sub-heading and a new para 6 on the following lines:-

"Hong Kong: Contacts with the Chinese Government

Co-operation over Hong Kong's future is a key component in the UK's present close and cordial relationship with China. There are frequent meetings between the two Governments at Ministerial level, and a wide range of contacts between officials of the two sides, at which matters relating to Hong Kong are discussed. Both Governments maintain their commitment to the full and faithful implementation of the Sino-British Joint Declaration and to cooperation with the objective of maintaining Hong Kong's stability and prosperity".
