United Kingdom

Dear Sir Alan,

After the First Boston-CDC joint seminar on privatization in Taipei

From last September 30 the RCC Government has finally set its policy. now on, privatization of public-owned enterprises will be positively engaged under policy guidelines. Although it is hard to assess how much impact the Seminar had on policy setting, your leadership for the Seminar was still noted and talked about.

After the June 4th event in Beijing, the triangular economic relationship between Hong Kong, Mailand China and Taiwan is becoming more complicated and cloudied. I took a recent trip to Hong Kong to assess whether some Taiwan investments could be channeled into Hong Kong, The findings were quite interesting. As a development finance institution, CDC could play a catalyst role in such movement.”

In addition

Between September 27-30 I have a planned trip to London. to the board meeting of a venture capital fund, I shall also call upon other financial institutions who are close to CDC. If at all possible, I would greatly welcome an opportunity to visit you. During which

I could inform you first hand the current economic condition in Taiwan and what CDC could do in Hong Kong.

When in London, I shall stay at Tower Thistle Hotel. Please kindly advise your availability.

With warmest personal regards, I remain

Very truly yours,

WanlinKiang
