Governor's visit was part of a regular activity aimed at
promoting Hong Kong generally and attracting foreign
investments to Hong Kong. This was his second major visit
to the United States. The Governor would travel to Europe
and Japan next year. The Hong Kong Government saw this
as an important part of the Governor's job to promote a
and stable Hong Kong image overseas. This
suggested that however conscious Hong Kong
Government might be of Chinese sensitivities, there were
still occasions where misunderstanding could arise over
prosperous
incident
innocuous issues.
Ke responded enigmatically by saying that we
were working within "two atmospheres: the great atmosphere
and a small atmosphere (Da
(Da Qihou and Xiao Qihou)". The
"great atmosphere" characterised by the Sino-British
tionship radiated from above whereas the "small
mosphere" encapsulated political activities in Hong Kong.
As long as Sino-British relationship remained tense, normal
relationship between their agencies in
in Hong
Hong Kong would
suffer. Ke confided that some Chinese leaders had reacted
adversely to the discussions of Hong Kong at the Kuala
Lumpur CHOGM. This created a turbulence in the "great
atmosphere" affecting transactions in Hong Kong.
