promoting Hong Kong generally and attracting foreign

investments to Hong Kong. This was his second major visit

to the United States. The Governor would travel to Europe

and Japan next year. The Hong Kong Government saw this

as an important part of the Governor's job to promote a

and stable Hong Kong image overseas. This

suggested that however conscious Hong Kong

Government might be of Chinese sensitivities, there were

still occasions where misunderstanding could arise over
