The following matters were touched upon during

Basic Law

The CS asked Ke whether the Mainland drafters

would visit Hong Kong shortly. Ke referred this to Zheng

Weirong to answer. Zheng thought that this would be most

unlikely. Present situation in Hong Kong was not receptive

to such a visit. Furthermore the drafters were busy. There would be a meeting in Guangzhou among all BLDC and key BLCC members in November following the close of public

consultation on the BL. The BLDC Special Groups would

formally meet in December, and probably again in January 1990. This would be followed by a meeting of BLDC Special

Groups convenors and Directors before the Plenary Session

to be held in February/March 1990.

Subversion etc.

The CS said that he had been distressed by recent media reports in which the Governor's visit to the United
