Relationship between the executive and the Legislature

Problem

The political model set out in the draft BL is basically an executive-led one. The

relationship between the executive and the legislature has not been spelt out clearly. The system of checks and balances between the two is also inadequate.

Suggested Solution

The BL

restoring local confidence. should reflect the consensus, or if none has clearly emerged, the majority view in HK on both the composition of LegCo and the timetable for introducing a directly-elected CE and a fully directly-elected legislature.

The existing executive-led system should be maintained, but reinforced by additional checks and balances between the legislature and the executive. At the same time, the political system of the SAR should be allowed to evolve to meet changing needs.
