Thoughout the Basic Law there are numerous references to the "Hong Kong Special Administrative Region" and the "Government of the Hong Kong Special Administrative Region". In certain articles it is unclear what the underlying principles are for deciding which of these two expressions, which can have very different meanings, should be used. order to ensure consistency and clarity, the usage of these two expressions in the Basic Law should be further examined. Since Article 59 defines the Government of the Hong Kong Special Administrative Region as the executive authorities of the Region, it is suggested that one way of ensuring consistency would be to use the term "Government of the Hong Kong Special Administrative Region" only where an executive function is envisaged and to use the term "Hong Kong Special Administrative Region" in other cases. To give effect to this suggestion, it would be necessary to consider deleting the references to the "Government of the Special Administrative Region" in Articles 93, 108, 111, 117, 127, 138, 139, 140, 141, 143, 144 and 146.
