Section 5: District Organizations
Article 96

political power may be established in the Hong Kong SAR, to

Public servants in all Hong Kong government depart ments, including the police department, before the
establishment of the Hong Kong SAR, may all remain in emp lcy ment and retain their seniority with pay, allowance,
benefits and conditions of service no less favourable than
before.
