5. Briefing for the FAC should continue to be submitted through the supervising AUS, who will submit onward to the Minister responsible for the area/subject matter. Side copies of the submission and accompanying material should be sent to the Private Secretary to the Minister responsible for relations with Select Committees (Mr Sainsbury), my Private Secretary, the AUS supervising PRU and to PRU itself. The Private Secretary should see any papers for a Select Committee which might give rise to hostile questioning at a later oral evidence session, or to discussion or controversy in Parliament or the press.

When approved by the Minister, briefing papers for the FAC should be passed as usual to PRU for onward transmission. Should they contain classified material, PRU will make it clear in a covering letter to the FAC Clerk that the classified documents are not for publication. (The Clerk will ensure that any classified papers are appropriately handled and stored.)
