These tables demonstrate the deteriorating situation in most grades. A particularly "disturbing" event was the loss of eight young staff in the "fast stream" posts of Grade DS 7D/8 in 1988 against an average of one or two in previous years. When we discussed this with Sir Patrick Wright, the "non-competitive situation" in pay and in other facilities as compared with that offered to graduates by the private sector was identified as a "considerable factor", 2
