MANPOWER POLICIES

the FCO should pursue the problem of spouses' careers, in particular the planned implementation of a register of spouses' experience and qualifications (PPD/POD);

the FCO should consider measures such as more part-time work in order to reduce wastage (PPD);

OVERSEAS ESTATE

our rationalisation policy for the overseas estate should take into account the symbolic role of a Residence (OED);

high priority should be given to improving the quality and security of the accommodation for junior Embassy staff (OED):

we should wherever possible apply the space standards for Residences fairly flexibly if there are special climatic conditions or other circumstances (OED);

high priority should be given to improving the current accommodation of the Embassy in Moscow, particularly the Chancery (OED);

we should establish more substantial premises for British representation in Hong Kong, both before and after 1997 (OED).

greater use of outside academic research may prove necessary if extra policy analysis e.g. on Eastern Europe and the Soviet Union is required by the FCO, as the Committee has urged elsewhere (Research Dept);

where there are no classification barriers, thought should be given to wider marketing of research material (Research Dept).
