REPORT ON FCO/ODA EXPENDITURE
1. The PUS has asked me to co-ordinate a systematic look at the recommendations made by the Foreign Affairs Committee in their recent report (Mr Adams' minute of 19 July to me), and to report progress in six months' time.
2. The FCO will need to reply formally to the Report in October: I should be grateful if contributions could reach Mr Griffiths by 11 September to allow time for submission and printing. Instructions on format will follow.
3. In pursuit of the PUS's request, please let me know by 2 August if you envisage that any of the recommendations will cause difficulty. Finally, I should be grateful for a progress report by 5 January 1990.

I attach a copy of the relevant pages of the FAC Report. Some of the Committee's recommendations are not clearly stated. If we are to adopt a comprehensive approach, I think we need to address the points as set out in the annex: Departments with whom action lies are indicated.
