full report is given to them at each stage of the discussions. We would seek to play up this dialogue with ExCo in replying to this element of the FAC Report. However it is clear, as the Report itself points out (4.28), that our case holds only in as far as ExCo can be considered as representative of the Hong Kong people.
4. One idea which has occurred to us as a way of enhancing liaison with ExCo on JLG work is that once Tony Galsworthy has taken up his post in Hong Kong he might make himself available to attend ExCo when major JLG topics are to be discussed. Such opportunities might include the preliminary discussion of negotiating positions and the traditional post-JLG report to ExCo from a participating representative. Surely ExCo would consider it more open, and helpful to the smooth-running of the JLG process, if they received their information from the horse's mouth? They have in the past been keen to see Robin McLaren if possible when he visits Hong Kong. You might like to air this idea if you are discussing this topic with HKG again.

I am sorry that proper bound copies of the FAC Report are in short supply, even in HKD. I enclose a photocopy which I hope will suffice. (Better than a faxed text at least!)
