PRIME MINISTER FROM MR ALLEN LEE

I submit a self-explanatory draft Private Secretary letter to No 10 about a letter the Prime Minister has received from Mr Allen Lee, the Senior Member of the Legislative Council in Hong Kong, about the Legislative Council's debate on the Report of the Foreign Affairs Committee on Hong Kong.
2.
The debate was wide ranging but focussed on the right of abode issue. In view of Mr Lee's position (and the fact that he called on the Prime Minister to lobby on the right of abode question), I recommend that the reply should issue from the Prime Minister. I submit a draft. As the covering draft Private Secretary letter makes clear, the draft letter from the Prime Minister is on standard lines which she has already approved.
