WHY NOT RETAIN HMS TAMAR SITE FOR FUTURE CONSULATE-GENERAL?

HMS Tamar site is not ours to retain, except for garrison

purposes. HMG do not own the site or buildings. Land not required by garrison reverts to Hong Kong Government.

HMS Tamar is Crown property, but held by Crown in right of Hong Kong, not right of UK.

WHY DID HMG NOT REACH AGREEMENT ON THIS WITH CHINESE AT TIME OF

JOINT DECLARATION?

Joint Declaration provides that HMG may establish a

Consulate-General in Hong Kong after 1997.

That was key point to get settled in the negotiations.

Question of a site is primarily a matter for discussion with Hong

Kong Government.

WHY DID HMG NOT MAKE ARRANGEMENTS IN 1984 TO RETAIN OTHER BUILDINGS

IN UK GOVERNMENT SERVICE?

HMG does not own any property in Hong Kong.

WHY DOES THE GARRISON NOT OWN THE MILITARY ESTATE?

The arrangements for military estate hae been covered by successive Defence Costs Agreements between HMG and the Hong Kong

Government.

Under these arrangements, Hong Kong Government makes necessary land available to garrison, at no charge or at a nominal rent.

The land is surrendered to Hong Kong Government when no longer needed by garrison, or when needed by Hong Kong Government for other public purposes.
