FAC Enquiry into Hong Kong
The Secretary of State has seen the draft brief put up with your minute of 9 June. You will see that he has made several marginal comments which are, I think, self- explanatory. In general, he feels that the briefing needs beefing up. He finds it at present rather too brief and in some key areas less specific than it should be. This will become clear when you see his manuscript notes on the text.
The Secretary of State would be grateful for supporting texts and exhibits where appropriate. He would also be grateful if you could scrutinize Hansard of 6 June for quotable passages on scrapping the Joint Declaration, nationality etc.
