What is needed first of all is the act of political
will to decide what can be done and when that act of
political will has been made,
then the way in which it can
be implemented is something which can be worked out by the
experts.
I do not think I would like to try my own hand
at that at the moment.
I would like, if I may, to make the additional point that what I have been looking for recently in light of the awful events in China, is something which goes beyond
these categories.
