TRANSCRIPT D: SELECT COMMITTEE ON HONG KONG

12 JUBB 1989

MR. TEMPLE-MORRIS (CONTD>:

identifiable categories of the Indian community and war

concentrating on the bigger numbers

widowe and so on,

going into the private sector and the retention in Hong Kong of the equally vital, might I say, presence of people that make Hong Kong work, going outside of crown servants.

Can you suggest any way to us

found it very difficult to categorise here

-

because we have

that the

ng at in

British Government might be considering or lookin

terms of dealing with this problem when talking about flexibility and possible extra powers which have, of

course, to go beyond crown servants?

SIR DAVID VILSON;

What is needed first of all is the act of political

will to decide what can be done and when that act of

political will has been made,

then the way in which it can

be implemented is something which can be worked out by the

experts.

I do not think I would like to try my own hand

at that at the moment.

I would like, if I may, to make the additional point that what I have been looking for recently in light of the awful events in China, is something which goes beyond

these categories.
