for people who are in crown service, not necessarily and
not only in terms of section 45 but assurances that give
them confidence about their own future.

It is, I think, very important for the whole of Hong
Kung and this is not just a question of looking after
civil servants because they are civil servants,
finding assurances for civil servants so that they can
maintain an effective administration for the benefit of
the whole community, that is what is crucial.
MR. TEMPLB-MORRIS:
So that is the name of the game. You are talking
about effective and binding assurances?

That is correct, yes.

category if I may. What has been troubling us and
causing difficulty and I am sure you have had the same
