The Committee welcomes you this afternoon, Bir
David. We are very pleased indeed that you could come to
US a second time and we appreciate the intense demands
upon your own time and that makes us all the more glad
that you have been able to be with us this afternoon.
I should just explain that this is the penultimate
evidence session of the Committee's enquiry and our final
session will be later this week with the Poreign and
Commonwealth Secretary, Sir Geoffrey Howe.
I should also explain that in common with all other
