I am afraid we do not know the answer to that and we

do not have any statistics on that.

We understand that

there are something like 15,000 of non-Chinese ethnic

minority in Hong Kong, of which the great part are

Indians, but we do not know at the moment how many of

those have taken up BNO passports all have got BDTC

passports.

We want to come also to their particular position in

later questioning.

IVAN LAWRENCE:

Ve had a very interesting presentation this morning

from the Hong Kong Link, which is an organisation that

will be very well known to you, and they spent some time

this morning trying to persuade us that we have some kind

of human rights obligations under the various articles of

the international treaties which oblige us, quite apart

from the purely legal or the purely immigration matters,

to give citizenship to the three-and-a-quarter million.

Has the Home Office got a response to the human

rights suggestion?
