(b) OTHER PUBLIC STATEMENTS
26 September 1984 : Secretary of State to James Cox of the BBC in
New York
James Cox
But are there any lifeboats for those who wish to leave the ship?
Foreign Secretary
I do not think there will by many. It would be quite wrong. It would not work. It would not make sense to plan for mass emigration or mass departure on that scale. In certain very limited cases certain rights will exist under the discretion of the Home Secretary in the United Kingdom. But that will be on a very limited basis for people who have been exposed to special considerations and special factors. The central part of this agreement is to provide for Hong Kong people to continue living in Hong Kong.
