(equivalent to the UK work permit system).

Persons capable of performing specified skilled or
unskilled labour for which a shortage of employable and
willing persons exists in the US (once again UK work
permit category).
A certain proportion of the total annual ceiling is reserved for
each of the preference categories. Those who do not enjoy
preference status can be admitted as non-preference immigrants if
the numerical ceilings for the preference categories are not filled
in any one year.
10. In addition to immigrants falling within the preference or
non-preference categories, there are three other categories of
immigrants:

special immigrants, eg employees or former employees of the US Government abroad, with at least 15 years service,

Refugees: aliens who are unable or unwilling to return to
their country because of persecution or a well founded
fear of persecution. Refugee admissions are limited to
40,000, although in some cases this can be increased on
humanitarian grounds.
