How would FCO fund the site and building?
Purchase of land and finance of new building would be beyond the capacity of the FCO's normal Estate Budget.
- Some commercial developers have expressed an interest in a joint venture to develop a site. We are examining their ideas.

We are conscious of need to balance our requirement to establish a good presence with requirements of getting value for money.
How large an office is required?
The total requirement is likely to be about 150,000 square feet. Without British Council or Immigration function, it would be about 50,000 square feet about four floors in a typical Hong Kong high-rise office block. That is not large in Hong Kong context.
