I would like to introduce myself as the Hong Kong ernment's contact person for the Foreign Affairs Committee's visit to Hong Kong in April. Clinton Leeks has mentioned to me the confusion arising from different lines of communication and I feel that it would be useful to communicate with you directly on the arrangements for the forthcoming FAC visit, bearing also in mind that time is running short now. Programme

On the basis of the latest draft programme supplied by the Committee, we have prepared a more detailed programme for your consideration. This is now at Annex A. Specifically I wish to draw your attention to the following points.
Visits

We suggest that the Committee split into two groups in the morning of 18 April, one to Tuen Mun and the other to Sham Shui Po. There are open refugee camps in both districts - and the opportunity can be taken to see Tuen Mun New Town development and have a walk-about in Sham Shui Po, a relatively old and highly populated industrial and residential district. The Committee can meet the respective district boards during the visits. We could arrange informal meetings, to be followed by lunch, with all the District Board Chairmen in Kowloon. Transfer between Tuen Mun and the urban area will be by helicopter and therefore there is an opportunity to have bird's eye view on Kowloon Peninsula, Tsuen Wan New Town, the harbour and the container port.
