Basic criterion for approving such applications is whether or not a suitable local replacement could replace the overseas officer within the next 5 years.

Basic statistics

Currently 2,553 overseas officers (779 pensionable, 1,774 agreement). 1.4% of total strength of Hong Kong Civil Service. ervice. (Hari the whire 180,000?

Compares with peak of 3,269 in 1983 (1.69%).

Currently 506 overseas officers (44.8%) hold positions in the Directorate (ie the senior level of the Civil Service).

A further 518 (26.8%) work in senior management and professional

posts.

In past year, some 231 overseas officers (including 76 Police Inspectors) were appointed. But vast majority of recruitment needs

are met locally.

Hong Kong Police

Overall objective for Police Force is that by 1995 there should be a local Commissioner of Police and at least one local Deputy Commissioner; and that by the year 2000 all officer ranks should be predominantly local.

Currently three quarters of Inspectorate (total strength 2,333)

is local.

But

Two thirds of officers at Superintendent rank and above (total strength 477) are overseas officers.

Efforts are being made to promote suitable local officers through the ranks.
