LOCALISATION OF THE HONG KONG CIVIL SERVICE AND POLICE
General
Localisation of Hong Kong Civil Services dates back to immediate
post war years: policy based on principal that priority should be given to local candidates at appointment stage.
In 1961, it was decided to quicken localisation process: henceforth overseas officers would normally be offered appointment on short term basis only.
Two main exceptions to this rule: appointment of overseas officers on pensionable terms to:
(a) the Administrative Service
(b)

These arrangements ended in March 1985. Since then no overseas officers have been recruited on permanent and pensionable terms.

Current localisation policy
Under current policy, overseas officers on permanent and pensionable terms can generally expect to remain in service until normal retirement age.

Overseas officers on agreement terms may have their agreements renewed. But this depends on availability of qualified/suitable local replacements.
All overseas officers appointed on agreement terms before March 1985 are entitled to apply for transfer to pensionable establishment. Deadline for applications is 31 March 1990.
