c) 1984 Review
REASONS FOR 1984 REVIEW?
"
To meet local demand for more representative system and to move towards establishment before 1997 of locally based government which
would help to ensure Hong Kong's high degree of autonomy after 1997.
These aims set out in Green Paper: (published July 1986):
(a) to develop progressively a system of government the authority
for which is finally rooted in Hong Kong, which is able to represent
authoritatively the views of the people of Hong Kong, and which is
more directly accountable to the people of Hong Kong;
(b) ..to preserve the best features of existing institutions ....;
and
(c) to allow for further development if that should be the wish of the community.
