BY ELECTIONS?"

No preconceived view of what form elections should take.

Viewed legislature constituted by elections as logical

progression of our own commitment to development of representative Government. Inappropriate to determine precise shape of legislature in advance of public discussion in Hong Kong.

WHAT DID HMG MEAN IN JOINT DECLARATION BY ELECTION OF CHIEF

EXECUTIVE?

- We did not have any preconceived ideas on how this might work in

practice.

Welcomed prospect that Chief Executive might be elected by

universal suffrage. But would have been premature to formulate view

on this before full public consultation in Hong Kong.
