ROLE AFTER 1997

The Joint Declaration provides for the Joint Liaison Group to continue in existence until 1 January 2000. This means that for

2 years after 1 July 1997, the British Government will be in a

position to monitor and influence the implementation of the Joint

Declaration. It will provide a reassuring mirror image of the

position before 1997.

It was a point to which we attached great importance to

achieving in the negotiation of the Joint Declaration.

And we

succeeded. This was warmly welcomed by people in Hong Kong when the

Joint Declaration was published in 1984 as a demonstration of the

British Government's enduring commitment to Hong Kong.
