We are now discussing the localisation of merchant shipping legislation and civil aviation leglislation.

The Joint Declaration provides for a Court of Final Appeal in Hong Kong. Currently appeals may be referred to the Privy Council for final judgement. We have suggested that the Court of Appeal in Hong Kong should be set up well before 1997, to enable it to be functioning smoothly by 1997. This will of course require a lot of detailed work and we are looking at it together with the Chinese

side.
