Too early to be sure. But we believe message is getting over in Vietnam. Substantial drop in arrivals since mid-September.

STATUS OF BOAT PEOPLE AFTER 1997

Our firm intention to ensure that Vietnamese boat people problem in Hong Kong should be resolved well before 1997.

[If necessary] Joint Declaration on future of Hong Kong provides for continuation after 30 June 1997 of Hong Kong's present social and legal systems. Any boat people then in Hong Kong should thus

retain their current status.

AID TO VIETNAM?

We are - No question of bilateral aid to Vietnamese Government. however making humanitarian contribution to the UNHCR reintegration assistance programme. Modest practical assistance to enable those who return to settle successfully back into their communities. important that repatriation programme is implemented smoothly. encourage others to step forward.

ODP is a channel for legal emigration from Vietnam. come to UK under this programme are not refugees: they meet standard family reunion criteria under our immigration rules and are entitled

to enter UK.
