WHAT IS SCALE OF PROBLEM?
Average
Population mobility has long been feature of Hong Kong. emigration in 1970s was around 38,000 per year, though figure dropped to 20,000 in first half of 1980s.
In 1987 30,000 people left territory, of whom roughly one quarter

In 1988 Hong Kong Government calculate net outflow of approximately 40,000 of whom 11,000 were 'professionals'.
WHAT ARE REASONS FOR OUTFLOW?
Traditional reasons are for education, training, career or permanent settlement. But new factor is uncertainty over future of Hong Kong. Many of those leaving do so to acquire 'Insurance Policy' of foreign passport.
WHAT STEPS ARE BEING TAKEN TO HALT OUTFLOW?
No question of interfering in any way with freedom of people to travel and settle elsewhere. This fundamental freedom also guaranteed in Joint Declaration.
