(a) Future Structure of Government
GENERAL
Subject of intense debate in Hong Kong.
- Articles 45 and 67 of second draft provide that the ultimate objective is to elect Chief Executive and entire Legislature through universal suffrage. We welcome this.

Second consultation process now under way. Mr Ji Pengfei, Chairman of Basic Law Drafting Committee, has indicated that certain provisions, particularly those regarding selection of Chief Executive and formation of Legislative Council, will need to be further revised and perfected after consultation with people of Hong Kong. (Paragraph 9 of Introduction of Volume of Reference Papers published by Basic Law Consultative Committee).
Hong Kong people have opportunity to put forward views/suggestion on every aspect of draft. Hope consensus will emerge on this
