Second draft an improvement over first draft. Annex C to Memorandum notes the changes. Many changes made to first draft which meet many concerns voiced by Hong Kong people and by Parliament. But still scope for improvement.

Hope that people in Hong Kong will continue to put forward their views on revised draft in second round of consultation which has just started. Chinese officials have emphasised that second draft will be subject to further changes in light of views expressed during this process.
