Foreign Affairs Committee Enquiry into Hong Kong

The Secretary of State has now studied the draft outline

He memorandum attached to your submission of 15 February. has made a number of detailed comments on the text.

The Secretary of State thinks that we should give an early text of this year's Annual Report (ie before it is printed) to the FAC. We shall need to check that there are no discrepancies between that and the memorandum.

The Secretary of State has commented that we will need to work out what could be/should be said in private to the FAC, but not hand it over in writing.
