FAC INQUIRY INTO HONG KONG: DISCLOSURE OF CLASSIFIED INFORMATION

Paragraph 1(f) of my minute of 24 January to David Holt (copy attached for ease of reference) contains a reference to the manual "Security in Government Departments" It has not in fact proved possible to obtain a copy of this manual for PRU; the one and, seemingly, only copy available within the FCO is held by Security Department. However, Security Department have now been through the manual and have informed me that there is in fact only one page which is relevant for our purposes. I therefore attach a copy of this page - Chapter 18 Annex C (para 18.17).
I also attach a copy of Annex 14 to DSP Volume 5 which you may find useful.
