Annexes have equal status to the Joint Declaration itself.

Annex I particularly important: it sets out in detail how Hong

Kong will function after 1997 and specifies the extent of the autonomy that it will enjoy. Comprehensive in scope and remarkably detailed in its provisions.

structure, laws, legal system, public service, financial and

monetary system, economic system, civil aviation and shipping etc etc) to show how the existing system will be preserved and why this

is in

important to Hong Kong's continued prosperity.]

Implementation of Joint Declaration

Annex II of Joint Declaration provides for establishment of

Joint Liaison Group (details of how and where it operates).

Describe work of Joint Liaison Group (eleven plenaries so far, frequent expert groups, since 1 July 1988 has taken Hong Kong as

principal base in accordance with provisions of Joint Declaration).

Achievements of JLG: these might be listed in a separate Annex

to the Memorandum. The Annex would list the achievements on basis

of what the Joint Declaration stipulates and how this has been put into practice through specific agreements in JLG.

Stress that all that has been agreed has been strictly within

terms of Joint Declaration.

Also in accordance with Joint Declaration, Chinese have

embarked on drafting of Basic Law (dealt with in detail in separate

section).

7. Development of representative government in Hong Kong

HMG's firm view that a well established system of

representative government is an essential component in the arrangements for Hong Kong's future.
