3. Consultation with people of Hong Kong
HMG made it clear from outset of negotiations that any
agreement had to be acceptable to people of Hong Kong.

After the agreement was initialled, we set up an Assessment
Office to analyse and assess views of Hong Kong people on draft.

Agreement was widely endorsed by people of Hong Kong (and by
international community) as best possible deal that could have been
secured and as a major diplomatic achievement.

View of overwhelming majority of speakers was that agreement
was an excellent one which would secure Hong Kong's future after
1997.
