HONG KONG: FOREIGN AFFAIRS SELECT COMMITTEE ENQUIRY

1. The Foreign Affairs Select Committee will shortly begin an enquiry into HMG's policies on Hong Kong. We are required to submit a Foreign Office memorandum on various policy aspects. Our deadline is the end of February.

2. I should be grateful if you could urgently send us files and published papers on the following:

(a) Changes in the British Immigration Act 1971/72

We are particularly interested in general policy changes and any specific provisions of the Act which apply to Hong Kong and the British dependent territories. We are keen to trace any papers which refer to debates and discussions which dealt with the removal of the right of abode in Britain for Hong Kong residents.

(b) Changes in the British Nationality Act of 1981

We understand that there may be references in various ordinances which might lead backwards to 1971/72 relating to the application of the British Immigration and Nationality Acts to Hong Kong. discussed this on the telephone with Miss Christine Wilson (Library and Records). She has advised that a useful starting point might be the following reference:

"The British Nationality Act 1981. Consequential Provisions Ordinance". This can be located in file HKK 340/1 1983.

2. I shall minute separately on two other subjects on which we shall also require reference material. I should be grateful however, if you could give full priority to this Nationality issue in the first instance.
