As the Chief Justice is on leave abroad, I am making this report to you regarding Mr. Justice Barker who came to me for a second assessment on 22nd February, 1988 after he was told to stop drinking of all forms of alcohol since the middle of January this year. On examination, he looked a lot better physically with further reduction of his weight. Mentally, he is clear and alert and again no abnormal physical signs could be detected.

On repeat of his liver function test, I am pleased to note that his serum liver enzymes have now returned practically to normal indicating that Mr. Justice Barker has indeed ceased drinking altogether. From this point of view I feel able to consider him fit to continue his service as a Justice in the Supreme Court. However his problem does not end here as there is no guarantee when he may resume drinking again especially he has now an ailing wife to look after whose life expectancy would not exceed more than a few months. I would therefore recommend a further period of observation until his wife's illness has become terminal.

As I understand his wife plans to attend a cancer centre in Bristol, U.K., I see it an advantage for Mr. Justice Barker to spend

a few weeks of leave abroad with her. I would also suggest making it plain to Mr. Justice Barker that should he resume drinking during the remaining part of his service, a Medical Board may have to be considered.
