1. When I was in Hong Kong last week the Governor gave me the attached
letter enclosing, for the record, papers concerning the case of
Mr Justice Barker.

3. While I was in Hong Kong I paid a courtesy call on the new Chief
Justice. At my invitation he described what he saw as the main tasks
before him. He made it clear that on almost every subject he did not
see eye-to-eye with Sir D Roberts.
4. Mr Justice Yang said that one of his major preoccupations would be
to restore the prestige of the Hong Kong judiciary. He expressed great
relief that Mr Justice Barker was on the way out. But he added rather
ominously that he regarded two or three other members of judiciary as not
entirely reliable. I thought I should relay the last comment to the
Governor, who looked perturbed.
