Nationals of one contracting party within the territories of
the other contracting party may, on the same conditions and within
the same scope as the nationals of the other contracting party,
apply for reduction or exemption from payment of costs in civil
proceedings. An application by a national of one contracting party
for reduction or exemption of costs in civil proceedings should be
certified by the competent authorities of the place of abode or
residence; if the applicant does not have a place of abode or
residence within the territories of either contracting party,
certification may be produced by the diplomatic or consular establishment
of his country.
Article 6 Ways for Judicial Assistance

Courts and other authorities of both contracting parties shall
mutually provide judicial assistance, by way of direct communication
between the central authorities of both contracting parties.
2.
The "central authorities" mentioned in the previous paragraph
shall be specified by both contracting parties through diplomatic channels.
