campus will be ready for occupation. A revised target of 10,800 fte
fte students is therefore recommended for 1991-94. This will make for a smoother rate of growth, leading to a target population of 13,500 fte students in the following triennium.

Expansion of Hong Kong Baptist College

It
HK BC will reach its planned capacity of 3,000 fte students by 1989. A nearby site at Renfrew Road will be available after 1991 to accommodate 2,000 more students. is proposed that HK BC should be permitted in
in principle to expand in two phases : to 4,000 fte students during the 1994-97 triennium and to 5,000 fte students during the 1997-2000 triennium.
Further Development of Hong Kong University of Science and Technology
11
Establishment of HKUST has been accelerated. Its development timetable has been revised as follows : Phase I comprising 700 fte
fte students in 1991, Phase II comprising 7,000 fte students in the 1994-97 triennium and, subject to approval, Phase
Phase III
III providing up to the planned maximum capacity of 10,100 by the turn of the century. The Royal Hong Kong Jockey Club project team in charge of campus construction has advised that, since contracts for Phases I and II will be let
let in the second half of 1988, an early decision on
on Phase
Phase III will enable the construction of the Phase III infrastructure with potential savings. We accept this advice, particularly as the additional 3,100 fte students will
will concentrate on science and technology which will benefit Hong Kong most. It is recommended that Phase III should formally be approved for planning purposes.
Part-time Degree Programme at CUHK
12
This programme was introduced in 1982 in response to a request by the Government for mature students outside the target age group of 17 to 20 years. It now comprises Business Administration, Chinese and English, Music, and Social Work. The enrolments have not been counted towards the student number targets. As the programme has now become an established feature of CUHK activities, it is recommended that it should be regarded as a standard institutional activity, with the student number subsumed in CUHK's targets as from the 1991-94 triennium.
