The Secretary of State was struck by the last sentence of Sir David Wilson's telno 2003 about the need for nervousness in Hong Kong to be constantly combatted by the actions and words of both the British and Chinese Governments, as well as the Hong Kong Government, if it is to be kept in check. He wonders whether we should not work out a medium to long-term programme of words, actors and speakers, from

The Secretary of State an explicit partnership to that end? of course realises that some of the things which Hong Kong would like to see us do as "tests of commitment" simply cannot be done. But he does think that there might be value in a more concerted approach to the reassurance exercise.

I do not think it is necessary at this stage to start writing papers about this, but I think it would be helpful if you could discuss these ideas around the office and let the Secretary of State have some immediate reactions.
