discussing with the Hong Kong Government whether they could do more through their own statements and contacts with the local press. I already have it in mind to discuss with the Governor certain shortcomings in the handling of local journalists which lead to a rather unfocussed media view. This could be enlarged to cover
the wider question of confidence.
10. But where HMG is concerned, in the last analysis actions speak louder than words, not least in Hong Kong. Mere words of encouragement will be received in many quarters with scepticism. Even though we cannot be expected to pass every "test of commitment" set by Hong Kong, a generous response over the resettlement of Vietnamese boat people, for example, would do more than a hundred speeches to demonstrate that HMG seriously intend to uphold Hong Kong's interests up to 1997 and beyond.

Subject to the Secretary of State's views, we shall take forward consideration of the issue with Hong Kong and Peking on the
basis set out above.
