Serious problem for Hong Kong, also damages Vietnam's international reputation. Attach great importance to early and comprehensive solution.

Look to Vietnamese to take effective measures to stop clandestine departures by boat.

Welcome Vietnamese agreement to discuss issue bilaterally. First

round in Hanoi in August was useful.

Hope second round can agree on the return of all non-refugees.

Would help atmosphere if Vietnam agreed to take back 300 volunteers

quickly. Would also reinforce deterrent effect of Hong Kong Government policy.

(If raised) UK will participate in an International Conference

But no reason to delay early action on repatriation.

(If pressed) Do not rule out modest resettlement assistance,

through UNHCR, as part of comprehensive agreement to return all non-refugees.

CAMBODIA

Vietnam should withdraw all its troops quickly and

unconditionally.

Agree that Pol Pot regime must not return.

Political elements of settlement, including Khmer Rouge problem, should be tackled in parallel but separately.
