that plans should be made to

move the residents of the

Cape

Collinson centre to more

suitable accommodation

but

that

the

initial

steps

towards liberalisation

taken in situ; and

be

that publicity efforts should

be

co-ordinated and released

simultaneously. These should

focus not only on

the

liberalisation plan but also

on the overall policy on

Vietnamese

refugees.

It

should be made clear that the

former is derived from

from the

latter and in particular is a

consequence of the change in

policy which took effect on

16 June 1988. A brief policy

fact sheet should be produced

to assist in these efforts.
