The Council ADVISED and the Governor ORDERED :

progressive

liberalisation of the closed

centres for refugees

should

commence immediately;

(b) that the

aim of full

liberalisation in the Tuen

Mun and Sham Shui Po centres

should, as far as possible,

be

completed

months;

(c) that the
