Vietnamese agreement to discuss repatriation (and the decision to withdraw from Cambodia) is part of a wider strategy to improve relations with other regional countries and regain international respectability. should be able to exploit this to persuade the Vietnamese to accept a workable repatriation scheme, including in due course involuntary returnees.
