As a member of the Honorary Advisory Committee of the Indochina Resource Action Center (IRAC), I respectfully urge you to reconsider your decision to deny IRAC access to screening centers and to detention centers housing Vietnamese boat people in Hong Kong. I fully agree with IRAC's contention that until those Vietnamese are determined not to be genuine refugees, they should not be treated as illegal immigrants, and that therefore, the screening and detention centers should be open to non-governmental observation. I believe that a factual and unbiased inquiry by IRAC will benefit all concerned.
