Enclosed please find a copy of the letter I have sent to the British Ambassador requesting his cooperation with the Indochina Resource Action Center's (IRAC) planned trip to Hong Kong. I hope that this letter will facilitate IRAC in its attempt to view firsthand the conditions at screening and detention centers for Vietnamese refugees in Hong Kong.
